Anyone is able to join the Library and membership is free.

Full Registration 

To join Frankston City Libraries:

  • You can join at any of our locations.

  • Show two forms of identification, providing both your name and current permanent residential address. At least one government endorsed ID must be provided.  If there is no address listed on the government endorsed ID, then a bill can be used to verify your current residential address.

    Government endorsed IDs include:
    • Driver's licence
    • Passport
    • Centrelink card
    • Medicare card
    • Rates notice
  • Under 18s require a parent or guardian to show identification, sign their membership card and act as a guarantor.
  • Young adults between the ages of 16 and 18 may sign up without a parent or guardian present. They will be able to borrow up to two items at any one time.

Online Registration

You can also join online.

Online registrations enable you to place two reservations (if you give yourself a PIN) and access eLibrary resources.

Your online membership can be upgraded to a full membership by visiting one of our branches with two forms of ID.

Loan Conditions

The following limits apply to the library collection:

  • 40 items including magazines, DVDs, CDs, books, talking books
  • This includes 3 magazines per title at a time

The following limits apply to digital resources:

  • 10 eBooks per platform
  • 10 eTalking books per platform
  • 3 free music downloads from Freegal per week

Members who are overseas residents can borrow up to 2 items at a time. 

Loan Periods

The loan period for all items is three weeks.

  • You may renew items twice for the same loan period
  • Items reserved by other patrons cannot be renewed
  • Read Now titles are for one week only and cannot be reserved but can be renewed twice. These titles can be found at our Frankston and Carrum Downs branches.

Printing and Photocopying fees

Self-serve printing, photocopying and scanning facilities are available at our Frankston, Carrum Downs, Seaford and Langwarrin branches. Scanning is free and requires a USB. USBs can be purchased from our library branches.

Please note: Scanned items at Langwarrin Customer Service Centre will be emailed directly to the customer and do not require a USB

Overdue items

There are no charges for overdue items, however these items need to be returned before further borrowing is available. Items overdue for longer than 28 days will be deemed to be lost, and replacement costs will apply. Replacement costs are calculated on an individual item basis.

  • Overdue items do not prevent customers from using the public computers or Wi-Fi
  • Items left in the chute after hours are regarded as having been returned on the next day the library is open


Payments can be made online by logging into your account and clicking on Dashboard in the My Account menu or in person at one of our library branches.

Lost item fee refund

If you have paid for a lost item and recover the item within three (3) months, the fee can be refunded, provided a receipt is shown. The refund can also be used to pay any outstanding fees on your account.

Replacement, lost and stolen membership cards

If a library card is lost or stolen, library members are responsible for any items borrowed on their card until the loss is reported to the library.

Finding your due dates

Online Account

To see what items you have on loan and their due dates, log into your account with your membership card number and PIN. Once logged in, click on Current Loans.

Overdue loans are listed in red or can be seen via Overdue Loans.

Log into your account

Email Reminders

We can send you reminder emails two (2), three (3) or five (5) days prior to the due date. You will also receive an email if your items are seven (7) days overdue or when your reservations arrive at your allocated branch.  To receive these emails, please provide the library with your current email address. If you are updating your account online, select Receive library notices via email.

SMS Reminders

SMS reminders can be sent straight to your phone. You will receive renewal, overdue and reservations notifications. To receive text messages from the library, please provide the library with your current mobile number and request our SMS service.

Renewing your items

To renew your loans, login to your account with your membership card number and PIN.

Once logged in, click on the Current loans link to see a list of items on your card.

To renew items, either click on the Renew All option or tick in the box next to the item/s that you want to renew and then click on the Renew Selections option.

Please note that you cannot renew items yourself if they are overdue or if they are reserved by another customer.

You can renew each item twice.

Reserved items cannot be renewed.

If you do not have a PIN, please phone us on 9784 1020 during opening hours and ask for a PIN to be added to your membership.

Log into your account

Returning items

Library items can be returned to Carrum Downs, Frankston and Seaford Libraries and the Langwarrin Customer Service Centre during opening hours. Items can also be returned to our outreach locations at Karingal PLACE Neighbourhood Centre, Frankston North Community Centre and Frankston South Community Centre.

After hours return chutes are available at Carrum Downs, Frankston and Seaford Libraries.

Chutes will be closed over the Easter and Christmas periods.

Please note: Items left in the chute after hours are regarded as having been returned on the next day the library is open.

Reserving an item

You can reserve up to 40 library items at a time for free.

When you have found what you want to reserve in the catalogue, click in the box next to the title(s) you require and then choose Reserve Selections or Place Reservation if you are in a title's full entry.

On the next screen, enter your membership card number and PIN, select a pickup location and Submit.

We will notify you when your reservation is available to collect. Your items will be held for 10 days.

Please note that not all items are available for reservation.

Are you looking for an item not currently in the Frankston City Libraries collection? We provide an Inter Library Loan (ILL) service, and purchase requested items that meet our collection guidelines. You can request DVDs, books and talking books and we will:

  • Consider purchasing your suggestion, provided it meets Library guidelines


  • Request the item via Inter Library Loan from applicable Library Services (fees apply). Library staff will confirm with you before proceeding with an Inter Library Loan.)

Receive notifications of new items with Alert Profiles

Keep up-to-date with what's new in our collection with Alert Profiles. An Alert Profile allows you to personalise your search and receive email updates when we add new items to the catalogue. Be the first to know when James Patterson releases his next book, or receive a monthly update of new DVDs. The topic and frequency is up to you.

Creating an Alert Profile

  • Visit our online catalogue and log in using your membership card number and PIN.
  • In the left hand menu select New Alert Profile.
  • Enter your search terms in the form, then click the Search button to test the number and the type of entries found.
  • Select how often your would like to receive email alerts (daily, weekly, monthly or quarterly).
  • You may want to enter an expiry date if you do not want alerts to be sent after a specific date.
  • Provide a short description of your profile so that you can recognise it in your profile list.
  • Select Save to save your profile.

Updating an Alert Profile

  • Visit our online catalogue and log in using your membership card number and PIN.
  • In the left hand menu select History.
  • Select the Alert Profile description you want to update.
  • Make the changes you require and select Save.

Deleting an Alert Profile

  • Visit our online catalogue and log in using your membership card number and PIN.
  • In the left hand menu select History.
  • Select the Alert Profile description you want to delete.
  • Select Delete at the bottom of the page.


Frankston City Libraries welcomes donations of books and other materials that are in good condition from our customers. Donated items are assessed for their suitability in the collection using our Collection Development Guidelines. Not all donations are suitable and may be declined, offered for sale on the library sales table or discarded.

As a general principle the Library does not accept donations of items under conditions imposed by the donor; however there may be exceptions.

Donations can be made at the service desk at either Frankston or Carrum Downs Libraries.
